WEll that seems to be an H&S fail, don't you think? Don't cycle during work hours because nasty things can happen and we don't want to be accused of failing in our duty. Pah, ridiculous excuse. It sounds like they've spoken to too many lawyers.
Hmm...in my experience it is generally not due to any actual lawyers but rather some jobsworth trying to make themselves feel important.
